(1) It shall be the duty of the Minister to take all lawful measures including the expenditure of public funds for the preservation, maintenance and continuity of any essential service.
(2) Sums required for the purposes of subsection (1) or for carrying out the provisions of this Division may be payable out of the Consolidated Fund.
