117. Withholding payments
A contractor shall not be entitled to payment of any money which would otherwise be payable under the terms of the public contract in respect of the work performed in the execution of the public contract unless and until he or she has filed with the other party to the public contract, together with his or her claim for payment, a document stating—

(a) whether any wages or other remuneration in respect of the said work and labour remain in arrears;

(b) that all the labour conditions of the public contract have been duly complied with; and

(c) all requirements under the National Insurance Corporation Act with respect to the payment of contributions have been completed.
