Within 6 weeks of a hearing under section 412, the Labour Commissioner shall make a determination of the matter and—
(a) the decision shall be in writing;
(b) the decision shall contain findings of facts, explanations of the evidence and relevant sections of this Act; and
(c) the decision shall outline the relevant issues presented and the underlying reasons for the decision.
