411. Individual disputes
Where an employee or employer, or a person acting on behalf of such employee or employer, or a trade union representative acting on behalf of an employee where there is no certified trade union at that establishment, makes a complaint to the Labour Commissioner, it shall be deemed to be an individual dispute.
