The Department of Labour may, upon receipt of a request in writing from the owner of an industrial establishment who has entered into an agreement to sell the same and upon payment of the fee or fees prescribed, furnish to the owner or a person designated by the owner copies of reports or orders of an authorized officer with respect to that industrial establishment.
