The Labour Commissioner may inquire informally into any dispute or, pending dispute between an employer and employee or a complaint under this Act brought to his or her notice, and use his or her offices and influence to bring about a fair and reasonable settlement of such dispute or complaint without recourse to formal or legal proceedings.
