(1) Where any cleaning or repair work has to be undertaken on a power driven machine, the machine shall be stopped before the work is begun and adequate measures taken to ensure that the machine cannot be restarted until the work has been completed except that the machine may be restarted under the immediate control of the person responsible for the repair work where such is necessary for testing, lubrication or adjustment purposes.
(2) If any cleaning or repair work has to be carried out on a machine, any part of which may move without the power being applied, that part shall be effectively blocked before the work is begun.
