1. Citation
This Order may be cited as the Labour (Work Permit) (Exemption) (Citizen of a Protocol Member State) Order, 2014.
2. Interpretation
In this Order —
'citizen of a Protocol Member State' means a person, other than a citizen of Saint Lucia, who is a citizen of a member state of the Organisation of Eastern Caribbean States that is a party to the Protocol of the Eastern Caribbean Economic Union;
'Protocol of the Eastern Caribbean Economic Union' means the Protocol of the Eastern Caribbean Economic Union to the Treaty of Basseterre establishing the Organisation of Eastern Caribbean States Economic Union;
'the Act' means the Labour Act; and
'Treaty of Basseterre establishing the Organisation of Eastern Caribbean States Economic Union' means the Treaty of Basseterre establishing the Organisation of Eastern Caribbean States Economic Union done at Castries on the 18th June 2010.
3. Exemption

(1) Subject to subsection (2), a citizen of a Protocol Member State is declared to be exempt from Division 2 of PART 6 of the Act in relation to the requirement to obtain a work permit, provided that such citizen has gained lawful entry into Saint Lucia in accordance with the provisions of the Immigration Ordinance, Cap. 76, Revised Laws of Saint Lucia 1957 or any other enactment which entitles him or her to enter and remain in Saint Lucia.

(2) Subsection (1) does not apply to a person who becomes a citizen of a Protocol Member State under an economic or honorary citizenship programme of that Protocol Member State, unless this programme is comparable to an economic or honorary citizenship programme in force in Saint Lucia and is approved as such by the Minister responsible for external affairs.

1. Citation
This Order may be cited as the Labour (Work Permit Fees) (Exemption) (Events Company of St. Lucia Inc.) Order.
2. Exemption
-
(1) Subject to subsection (2), a foreign artist, fashion designer, model, make-up artist, chef, dancer and production crew employed with the Saint Lucia Jazz Festival, Mercury Fest, Roots & Soul Festival, Saint Lucia Carnival, Food & Rum Festival, Arts & Heritage Festival and the Atlantic Rally for Cruisers are exempted from section 318 of the Labour Act, Cap. 16.04 with respect to the requirement for paying a prescribed fee for a work permit.

(2) The exemption granted under subsection (1) is —

(a) applicable for a period of two years commencing from the 18th day of April, 2019 and terminating on the 17th day of April, 2021;

(b) subject to the conditions that Events Company of St. Lucia Inc. —
-
(i) submits to the Department of Labour a full list of the foreign artists, fashion designers, models, make-up artists, chefs, dancers and production crew to benefit from the exemption,
-
(ii) complies with the monitoring requirements of the Ministry of Tourism, Information and Broadcasting, Culture and Creative Industries.

1. Citation
This Order may be cited as the Labour (Lay-off Period) (Extension) Order.
2. Extension of lay-off period
The period of lay-off specified under section 148(1) of the Labour Act, is extended for a further continuous period of 12 weeks commencing from the 19th day of June, 2020 and terminating on the 11th day of September, 2020.
