Despite any enactment to the contrary, any of the following persons namely —
(a) any person sentenced by a Court to imprisonment for a term not exceeding 12 months;
(b) a female convicted and sentenced to imprisonment for an offence which in the opinion of the Court is not a grave offence;
(c) any person liable to be committed to the correctional facility for non-payment of a fine or of a sum of money ordered to be paid in respect of any maintenance, affiliation, small debt proceedings, or by a summary Court,
may be ordered by the Court, on the advice of the Director of Correctional Services, either at the time of or after the passing of sentence, to be employed, in lieu of imprisonment, in public work outside the correctional facility under the supervision and control of a public authority.
