5.   Registrar of co-operative societies

  1.  

    (1)   There shall be a Registrar of co-operative societies who shall have such professional, administrative and other staff as are necessary to assist him or her in the execution of his or her duties and in the exercise of his or her powers under this Act.

    (2)   The Registrar shall be responsible for the—

    1.  

      (a)     registration of all societies;

    1.  

      (b)     supervision of all societies;

    1.  

      (c)     stimulation of community awareness;

    1.  

      (d)     initiation and encouragement of organised activities for the development of societies;

    1.  

      (e)     maintenance of adequate and reliable records;

    1.  

      (f)     management of the Department of Co-operatives.

    (3)   The Registrar may, in writing, delegate any of his or her functions specified in subsection (2) to a suitably qualified member of his or her staff or to any other qualified person or body of persons connected with co-operatives and any function so delegated shall be performed in such manner as the Registrar directs.

    (4)   Subsection (3) does not authorise the Registrar to delegate the power of delegation that is conferred on him or her by that subsection.
