(1) Despite anything contained in sections 187 and 188 the Registrar or an arbitrator may in the course of or on making a determination in a dispute refer a question of law arising from any dispute to the Court, by way of case stated for the opinion of that Court.
(2) A judge may consider and determine any question of law so referred and the opinion given on such question shall be final and binding.
