After considering the information that was before the Licensing Authority, any additional information received and accepted by the Appeal Board, and any representations made to the Appeal Board on behalf of the applicant or the Licensing Authority, the Appeal Board may affirm, vary or cancel a decision of the Licensing Authority, and the Appeal Board may make the order that it considers ought to have been made.
