12. Vehicles and trailers ineligible for registration

The Licensing Authority shall not register —
1. (a) a motor vehicle or trailer which has a net weight of more than 8.5 tons;
1. (b) a motor vehicle or trailer which has wheels which are not fitted with pneumatic tyres.
