(1) The Licensing Authority may, by notice in writing, cancel a licence, permit or an endorsement on a licence, if the holder of the licence or permit obtained the licence, permit or an endorsement by fraud or misrepresentation whether negligent or not.
(2) For purposes of this section, the notice shall be sent by registered mail, to the last known address of the licence or permit holder.
(3) The Licensing Authority shall cancel a licence or permit if the holder requests such cancellation in writing.
