(1) A person to whom this Part applies shall give notice to the Commission in the prescribed form containing such particulars as are prescribed by the Commission including the place at which he will keep the register of his or her interests in securities.
(2) The notice shall be given—
(a) in the case of a person who is required by this Act to hold a licence, as part of his or her application for the licence; or
(b) in the case of any other person, if the person becomes a person to whom this Part applies within 7 days after becoming such a person.
(3) A person who ceases to be a person to whom this Part applies shall, within 7 days of his or her so ceasing, give notice of the fact to the Commission.
(4) A person who fails or neglects to give notice as required by this section commits an offence.
