(1) Any owner or master who contravenes any provision of this Part commits an offence and is liable to a fine not exceeding $15,000 or imprisonment for a term not exceeding 6 months or to both.
(2) In any proceedings for an offence under this Part it is a defence for the person charged to prove that he or she took all reasonable steps to avoid the commission of the offence.
