476F. Responsibility of owner and master
An owner or master of a small commercial vessel shall, whenever an accident occurs to a vessel or a defect is discovered either of which affects the safety of the vessel or the efficiency or completeness of its safety equipment, and where the vessel is in a port outside of Saint Lucia, make a report immediately to the appropriate authorities of the country in which the port is situated.
