(1) The Minister may, at the request of the Government of a country to which the Safety Convention applies, cause a ship to be surveyed, and if satisfied that the requirements of the said Convention are complied with, shall issue certificates to the ship in accordance with the Safety Convention.
(2) Any certificate issued under subsection (1) shall contain a statement to the effect that the certificate has been issued at the request of the Government of the country in which the ship is or will be registered, and the certificate shall have the same force and receive the same recognition as a certificate issued under this Part.
