Where a ship is detained in consequence of a frivolous or vexatious complaint and the circumstances are such that the Minister becomes liable under this Part to pay to the owner of the ship any cost or compensation, the complainant is liable to pay to the Minister all such cost and compensation as the Minister incurs or is liable to pay in respect of the detention and survey of the ship.
