(1) An owner of a small commercial vessel shall ensure, so far as is reasonably practicable, that the master and seamen do not work more hours than is safe in relation to the safety of the vessel, cargo and passengers.
(2) A master of a commercial vessel shall ensure, so far as is reasonably practicable, that seamen do not work more hours than is safe in relation to the safety of the vessel, cargo and passengers.
(3) Every seaman shall ensure, so far as reasonably practicable, that he or she is properly rested when commencing duty on a vessel and that he or she obtains adequate rest during periods when he or she is off duty.
