(1) The Minister may, by regulations, constitute an advisory board to be called the National Seamen's Welfare Board for the purpose of advising him or her on the measures to be taken for promoting the welfare of seamen.
(2) Regulations made by the Minister under subsection (1) may contain such provisions as he or she may think fit for the proper functioning of the Board.
