(1) Any magistrate may make an order adjudging any person to be of unsound mind although none of the facts evidencing the unsoundness of mind happened in his or her district.
(2) Any magistrate may make an order adjudging any person to be a pauper patient although none of the facts constituting such person a pauper patient happened in his or her district.
