59.   Appointment of visitors of mental hospitals

    (1)   It is lawful for the Governor General to appoint a Committee of Visitors to inspect and report to him or her upon the condition and management of all mental hospitals and licensed houses within Saint Lucia and upon the condition of all patients confined therein.

    (2)   It is lawful for such Committee or a quorum thereof at any time to enter upon, visit, and inspect every such mental hospital or licensed house and every person of unsound mind or alleged person of unsound mind confined therein, and generally to inquire therein as to the condition and management of the hospital and for the purpose of such visitation and inquiry it shall be the duty of any superintendent, officer, nurse, attendant, servant or other person employed therein, to answer such questions as shall be put to them by the Visiting Committee and to furnish all information in their power to the said Committee for the purpose of making their report.

    (3)   Such Committee shall consist of not less than 5 persons of whom 3 shall be a quorum.
