(1) Subject to paragraph (2) of this regulation, upon the completion of an Inspector's Investigation, the Chief Inspector of Accidents, or such other inspector as may be authorised by the Minister, shall make a report to the Minister and the appropriate authority jointly. The Inspector making the report shall state the circumstances of the case and his conclusions as to the cause of the accident, adding any observations and recommendations which he thinks fit to make with a view to the preservation of life and the avoidance of similar accidents in future. He shall also state to what extent effect has been given to the provisions of paragraph (5) of regulation 8. The Minister and the appropriate authority may cause the whole or any part of any such report to be made public in such manner as they may think fit.
(2) If it appears to the Inspector carrying out the investigation or the Chief Inspector of Accidents that the investigation of any accident to which these Regulations apply has been completed but for the investigation of matters affecting the discipline or internal administration of any of Her Majesty's naval, military or air forces, or any of the naval, military or air forces of any foreign country, which are more appropriate for investigation by some other person or body, the investigation may be treated for the purposes of sub-regulaiton (1) of this regulation as if it had been completed without such matters being investigated under these Regulations. Provided that—
(a) any report made under this regulation shall specify any matters to which the investigation has not extended by reason of the foregoing provision of this sub-regulation; and
(b) the Minister and the appropriate authority may require the investigation of the accident to be resumed and completed to such extent as they may specify and that a further report shall be made thereon and in that event paragraph (1) of this regulation shall apply in relation to that further report as it applies to other reports made on the completion of Inspectors' Investigations.
