(1) Upon the completion of an investigation, the Inspector of Accidents authorised to make the inquiry shall make a report to the Governor General. He or she shall state the circumstances of the case and his or her conclusions as to the cause of the accident, adding any observations and recommendations which he or she may think fit to make with a view to the preservation of life and the avoidance of similar accidents in future. He or she shall also state to what extent effect has been given to the provisions of regulation 7(5).
(2) The Governor General may cause the whole or any part of such report to be made public in the manner that he or she thinks fit.
