(1) The Authority may grant a certificate for the purpose of aerial work to any person applying therefor if the Authority is satisfied that person is a fit person to hold the certificate and is competent, having regard in particular to that person's previous conduct and experience, the equipment, organisation, staffing and other arrangements for that purpose, to secure the safe operation of the aircraft specified in the certificate on flights for the purposes specified in the certificate.
(2) A certificate for the purpose of aerial work may be granted subject to such conditions as the Authority thinks fit including, conditions for ensuring that the aircraft and any article dropped from it do not endanger persons or property in the aircraft or elsewhere.
