(1) A person shall not obstruct or impede the Court or an Inspector of Accidents or an Assessor or any person acting under the authority of the Governor General in the exercise of any powers or duties under these Regulations.
(2) A person shall not without reasonable excuse (proof whereof shall lie on him or her) fail, after having had the expenses (if any) to which he or she is entitled tendered to him or her, to comply with any summons or requisition of the Court holding a public inquiry or an Inspector of Accidents holding an Inspector's investigation under these Regulations.
