(1) These Regulations relate to civil aviation only and shall apply to accidents arising out of or in the course of air navigation which occur to any civil aircraft in or over Saint Lucia, or elsewhere to civil aircraft registered in Saint Lucia.
(2) The provisions of these Regulations shall not apply to an aircraft belonging to or exclusively employed in the service of Her Majesty.
