(1) The Chief Inspector of Accidents, if he thinks fit, may himself carry out, or may cause an Inspector of Accidents to carry out, an investigation of any accident to which these Regulations apply.
(2) Public notice that such investigation is taking place shall be given in such manner as the Minister and the appropriate authority may think fit and shall state that any person who may desire to make representations concerning the circumstances or causes of the accident may do so in writing within a time to be specified in the notice.
