69.   Towing, picking up and raising of persons and articles

  1.  

    (1)   Subject to the provisions of this regulation and the requirements of Part 11 of the Schedule, an aircraft in flight over Saint Lucia shall not, by means external to the aircraft, tow any article, or pick up or raise any person, animal or article, unless the certificate of airworthiness issued or rendered valid in respect of that aircraft under the law of the State in which the aircraft is registered, includes an express provision that it may be used for that purpose.

    (2)   Nothing in this regulation shall—

    1.  

      (a)     prohibit the towing in a reasonable manner by an aircraft in flight of any radio aerial, any instrument which is being used for experimental purposes, or any signal apparatus required or permitted pursuant to these Regulations to be towed or displayed by an aircraft in flight;

      (b)     prohibit the picking up or raising of any person, animal or article in an emergency or for the purpose of saving life.
