Subject to the provisions of this Chapter, the provisions of Part 9 of the Schedule apply to—
(a) the carriage of passengers, cargo or mail for remuneration, hire or reward by persons whose principal place of business or permanent residence is located in Saint Lucia;
(b) the requirements for the original certification and continued validity of air operator certificates issued in Saint Lucia; and
(c) all commercial air transport operations by holders of air operator certificates for which Saint Lucia is the State of the operator pursuant to the definitions provided in Annex 6 to the Chicago Convention.
