Any person is liable on summary conviction to a fine of $100 or to imprisonment for a term of 3 months who—
(a) not being a member of the Fire Service has in his or her possession any article of clothing accoutrement or appointments supplied to a member of the Fire Service and is not able satisfactorily to account for its possession; or
(b) knowingly purchases or obtains, or solicits or entices any member of the Fire Service to sell or dispose of any of his or her clothes or any article of public property, or any article provided for the vehicles of the Fire Service.
