4. Carriage of night soil in street restricted to prescribed hours

A person shall not, except with the approval of a Chief Medical Officer, medical officer of health or environmental health officer, carry any night soil through any public street, road, lane, alley, passage or thoroughfare in any cart, vehicle or receptacle of any kind before the hour of 10:00 in the evening and after the hour of 6:00 in the morning.
