The Minister shall generally be responsible for the promotion and preservation of the health of the inhabitants of Saint Lucia and for this purpose may divide the island into such areas as he or she may determine, establish such health or sanitation districts within such area, and assign duties to such officers in relation to these areas as he or she thinks necessary.
