4.   Board of Directors

  1.  

    (1)   The Minister shall appoint a Board of Directors (in this Act referred to as “the Board”) of the Corporation which, subject to this Act shall be responsible for the general administration and implementation of the policy of the Corporation.

    (2)   The Board shall consist of 7 persons having such qualifications and skills as the Minister thinks fit including but not limited to, one person with—

    1.  

      (a)     legal qualifications;

    1.  

      (b)     expertise in the field of housing and urban development;

    1.  

      (c)     expertise in land economics;

    1.  

      (d)     expertise in estate management;

    1.  

      (e)     expertise in architecture or building construction.

  1.  

    (3)   The Minister shall designate from among the members of the Corporation one member as chairperson.

  1.  

    (4)   The chief executive of the Corporation shall be an ex officio member with no voting rights and shall serve as secretary to the Corporation.

  1.  

    (5)   A member of the Board shall hold office for a period not exceeding 3 years and is eligible for reappointment.

  1.  

    (6)   A member who absents himself or herself without the permission of the chairperson from 3 consecutive meetings of the Board shall cease to be a member.

  1.  

    (7)   Where a member is absent on account of illness or other temporary cause or is temporarily absent from the State, the Minister may appoint another person as a temporary member for the period of such absence.
