2.   Interpretation

In this Act—

building” includes any temporary or moveable form of shelter which is used for human habitation;

Corporation” means the Saint Lucia National Housing Corporation established by section 3;

dwelling house” means any premises (including a flat) used as a separate dwelling and any part of a building which is occupied or intended to be occupied as a separate dwelling or being of a type suitable for such use;

flat” means a separate and self-contained set of premises constructed for use for the purpose of a dwelling house and forming part of a building from some other part of which it is divided;

local authority” means any authority recognised as such under any law in force in Saint Lucia;

low income household” means a household (including a person who lives alone) that receives a total income that, in the opinion of the Corporation, is insufficient to permit it to rent housing accommodation adequate for its needs;

Minister” means the Minister responsible for Housing;

owner” in relation to any building or land, means a person, other than a mortgagee not in possession, who is for the time being entitled to dispose of the absolute property of the building or land, whether in possession or in reversion, and includes also a person holding or entitled to the rents and profits of the building or land under a lease or agreement, the unexpired term of which exceeds 3 years.
