(1) The Department shall not be precluded from conducting an investigation in respect of any matter by reason only that it is open to the complainant to apply to the court for redress under any other law.
(2) The Department is not precluded from investigating a complaint where an action is commenced in any court in connection with such investigation unless the court otherwise directs.
