5. The Minister may enter into agreements

For the purpose of discharging his or her functions under this Act, the Minister may, subject to the provisions of this Act and any regulations made thereunder enter into any transaction or do anything which, in the opinion of the Minister, is necessary to ensure the performance of his or her functions under this Act.
