Unless otherwise approved by the Minister, the Board shall refuse to grant an air transport service licence or permit to any person who is not either:
(a) a citizen of Saint Lucia or a Member State; or
(b) a body incorporated in Saint Lucia or a Member State, being a body which in the opinion of the Board is substantially controlled by persons who are citizens of Saint Lucia or a Member State.
