(1) There shall be established in accordance with the provisions of the First Schedule, an Air Transport Licensing Board (in this Part referred to as “ the Board”) with the general duty to deal with applications for air transport licences or permits in accordance with the regulations in that behalf made by the Minister under section 52 and to approve the tariffs to be charged for the transportation by air of passengers and cargo and in the performance of its functions the Board shall have regard to the co-ordination and development of air services generally with the object of ensuring the most efficient service to the public.
(2) The Minister may appoint such persons as the Minister thinks suitable, having regard to their qualifications and expertise, to be members of a Board.
