(1) Without limiting subsection 10(4) where the Director General believes, on reasonable grounds, that safety is being or is likely to be compromised, the Director General may, by publication in the Gazette, issue directives in respect of the safety of aircraft, persons or property carried therein, or the safety, efficiency or regularity of air navigation.
