(1) The Licensing Authority may authorise, by temporary permit, the use of industrial machinery on a road maintained by public funds, for a distance in excess of 1.5 miles, although the machinery is not entirely fitted with pneumatic tyres or exceeds 8.5 tons.
(2) The Licensing Authority may issue the temporary permit subject to any conditions that the Licensing Authority considers necessary, including the route to be used.
(3) The temporary permit shall be in the approved form and shall specify the conditions subject to which it is issued.
(4) If the industrial machinery is entirely fitted with pneumatic tyres, the Licensing Authority may reduce the applicable fee by not more than 50%.
