(1) A parking attendant who serves a notice shall complete and sign a certificate of service stating that the notice was, on the day set out in the certificate, served on the registered owner of the motor vehicle or trailer.
(2) The certificate is evidence that, on the day set out in the certificate, a notice was served on the registered owner of the motor vehicle or trailer.
