(1) For the purposes of this Act Saint Lucia with the exclusion of the Town of Castries, may be divided into districts to be called respectively—
(a) urban districts;
(b) village districts; and
(c) rural districts.
(2) The urban districts, village districts and rural districts shall respectively be subject to the jurisdiction of local authorities called town councils, village councils, or district councils, invested with the powers mentioned in this Act.
