29.   Dissolution

  1.  

    (1)   Cabinet may upon representation made by not less than 12 registered voters of any district and upon being satisfied that the local authority having jurisdiction in the district has been acting persistently in a manner prejudicial to the inhabitants as a whole or contrary to the intentions of this Act dissolve the local authority.

    (2)   Notwithstanding anything contained in section 8 in the event of the local authority being dissolved under the foregoing subsection or in the case of an election held under this Act, where there are not 4 or more registered voters present and voting or where there are no candidates to fill any or all of the seats to be filled by election, the Governor General may in his or her discretion nominate the persons necessary to complete the constitution of the Council.

    Provided that on a dissolution or on a failure to elect any members at a general election the Governor General may appoint any person or persons on such terms as he or she shall think fit to act in the place of a local authority for carrying out the provisions of this Act.
