(1) Members of the local authority for an urban district may be either wholly elected in accordance with the provisions for election hereinafter contained or partly elected and partly nominated by the Governor General.
Provided that at least half of the number of members constituting the local authority shall be elected.
(2) At the first meeting in each year the members of an urban district authority present and voting shall elect by ballot one member not being a public officer to the Chairman to hold office for the year.
