(1) Cabinet may declare any area in Saint Lucia to be an urban, village or rural district for the purposes of this Act and may define the boundaries of such district and also of any district created by this Act and may alter, restrict, or enlarge the same.
(2) Cabinet may at any time declare that any urban, village or rural district shall cease to be such district for the purposes of this Act and may make any orders necessary to give effect to the declaration.
