(1) On the 31 December, in every year, one-half of the elected members of the Council shall go out of office.
(2) The members to go out of office shall always be those members who have been longest in office without re-election; and if this test is indecisive in the case of any 2 or more members, the Council shall determine which of such members shall go out of office.
(3) Any retiring member shall be eligible for re-election.
(4) Subject to the provisions of section 10 a nominated member shall hold office for such period and on such terms as the Governor General shall think fit.
