(1) The Returning Officer shall attend accordingly and receive and record the votes of those duly qualified to vote.
(2) Voting shall be by ballot. At 4:00 p.m. on the day of holding such election the Returning Officer shall count the votes, the candidates or their duly authorised agents not being more than one for each absent candidate being present if they elect. The Returning Officer shall then publicly declare the persons having the largest number of votes to be duly elected members of the local authority.
(3) The result of the election shall as soon as is practicable thereafter be reported by the Returning Officer to the Governor General and shall be published in the Gazette and in at least one public newspaper of Saint Lucia.
