If there are more candidates proposed than there are seats to be filled the Returning Officer shall state that a poll shall be held for the election of members from those candidates from 9:00 a.m. till 12:30p.m. and from 1:30p.m. till 4:00p.m. of the day fixed for election and at the same place.
